Yes. Portals of Power are backward compatible, which means that the latest version of the Portal of Power will work with all Skylanders games that were released prior to it.
Possibly. The issue with using on the older Portals with newer games is that they may not be designed to work with features added in later games. Portals from games older than Trap Team, for example, will not have a slot for traps. It’s always recommended to use the latest Portal with your games.

Older Portal of Power models sometimes have difficulty reading a SWAP Force toy that has a top and a bottom part. Lift the SWAP Force toy about an inch above the Portal of Power’s surface as you attempt the summon and the Portal of Power should recognize the toy.

The Bluetooth/Wireless Portal of Power is programmed to automatically turn off after three minutes without activity in order to preserve battery life. This can also happen during a game’s longer cut scenes. When you’re ready to play again, simply press the Portal of Power’s power button to turn it on.
To turn off the Bluetooth/Wireless Portal of Power, press and hold the power button for one second. The Portal of Power is also programmed to automatically turn itself off after three minutes of non-use.
