The numbers in the Ghostbusters logo represent the Mastery level of the card. The first five levels will increase the effectiveness of a card. After this point, the card is considered Mastered, though the player can continue to collect the same card. Every five cards collected from this point will increase the Mastery level and effectiveness of the card up to a specific mastery level cap.
The first number represents the current Mastery level. The second number represents the Mastery level cap.
When the current Mastery level number equals the Mastery level cap number, that card will no longer increase in effectiveness if the player collects more of the same card.
You may continue to collect cards beyond the Mastery level cap. However, as the cards effectiveness will no longer increase, this will purely be for prestige.
