No. Hammer Slam Bowser and Turbo Charge Donkey Kong and their respective vehicles (Clown Cruiser and Barrel Blaster) are exclusive to Nintendo versions of the game and will only work on Nintendo systems. Hammer Slam Bowser and Turbo Charge Donkey Kong can be changed from Skylander mode to Amiibo mode by taking the base and twisting it 15 degrees until it clicks into Amiibo mode. This process is illustrated below:
No. The Clown Cruiser and Barrel Blaster vehicles only work as Skylanders and are only compatible with Nintendo Wii, WiiU, and 3DS versions of Skylanders SuperChargers.

Hammer Slam Bowser and his vehicle can only be found in the Wii version Starter Pack of Skylanders SuperChargers Racing. Turbo Charge Donkey Kong and his vehicle can only be found in the WiiU version Starter Pack of Skylanders SuperChargers.
